The activities of Roskomnadzor in relation to social networks that violate Russian information laws are regulated in detail by law. General procedure of responding to putting prohibited information into social networks is described in Federal Law No. 149-FZ dated July 27, 2006 "On information, information technologies and information security". In accordance with this law, Roskomnadzor must first include the information resource in the Unified Registry of domain names, indexes of website pages on the Internet, and network addresses containing information the distribution of which is prohibited in the Russian Federation. If the owner of an information resource ignores Roskomnadzor's order to remove banned information, the resource is included in the register, which automatically entails the restriction of access to it. Thus, if the position of Twitter's management remains unchanged, the social network will inevitably be blocked on Russian territory. There is a legal possibility for this. When assessing the technical feasibility of completely blocking the social network in Russia, one should take into account the precedents of China, which has built the so-called "Golden Shield" - a system that protects the internal information space of the country from modern Western information and communication networks.
